Corporate manslaughter legislation; Changes in O – licensing rules; European Driver Training Directive; London LEZ exemptions

Corporate manslaughter legislation will include a new offence from 6 April 2008 holding organisations to account for gross failings by senior management that result in a fatality.

Changes in O – licensing rules is expected to see individual vehicle specification fees being dropped and added to vehicle test fees in April 2008. The abolition of paper discs will also be reviewed.

European Driver Training Directive introduces initial and periodic training for professional goods and passenger vehicle drivers. The initial qualification is required from 10 September 2009.

London LEZ exemptions include vehicles designed and built mainly for off-road use, but which may be used on the road for limited purposes. These include agricultural machinery, mobile cranes, road and building construction machinery. Historic vehicles dating from before 1 January 1973 and military vehicles are also exempt. Showman’s vehicles may also receive a 100% discount from the LEZ charges. Exemption was denied to vehicle recovery trucks.
